So this really just a curiosity question.

I hardly ever see "handicap" car registration plates in TV.

Almost every time I play golf, at least 1 cart in the group has a CAP sticker.

Isn't a handicap vehicle registration required to get a CAP sticker/card ?

Yes, it is. A plate or placard...something to show Golf Administration.

Not everyone who has a handicap placard has a handicap registration plate.
