Is there a procedure to cure an unintentional or accidental failure to submit a landscaping change for ARC approval, assuming that the landscaping change otherwise properly complies with all setback, location, size and other ARC requirements? I could find no relevant information on the district website. Would ARC actually require that an otherwise permissible/compliant landscaping project be removed in such a circumstance? Most non-ARC approval incidents I have read about concern changes that are not in compliance with ARC requirements.

Yes, call them - seek after the fact approval, essentially same process as submitting a request.

I got my landscaping ARC approved after the fact. Just submitted everything like I would have if it wasn’t already completed. They approved it without question.

If it's just landscaping approval, then yeah ask for retroactive (not retrospective) approval by submitting an application after the fact. If it's things like addition of an enclosed patio, or addition to the house, things that require a new "floor" - then you'd probably want to check with your county zoning department too. Additions like that change the value of your property and might need a new assessment for tax purposes.
