An official recommended picketing the Properties of The Villages sale center to get the Developer’s attention regarding a problem with children in a neighborhood.

Residents of the Soulliere Villas have been tormented by a resident’s 15-year-old and the teen’s friends.

The situation was discussed Friday by the Community Development District 4 Board of Supervisors at Savannah Center.

Residents said the teens have become a real problem in the neighborhood. They said residents believe drugs are being sold out of the home.

“It’s totally out of control,” said Soulliere Villas resident Lee Clarke.

CDD 4 Supervisor Don Deakin, who also serves on the Amenity Authority Committee, said the AAC has also learned of the problems in the Soulliere Villas.

He said there are reports that teens are “playing chicken” with residents’ cars, banging on residents’ doors and dipping in the adults only pool. Deakin said the Recreation Department and Community Watch have been directed to keep a close eye on the situation.

Residents complained that the internal deed restriction against children is being ignored. They indicated the Developer has not been responsive.

Supervisor Cary Sternberg suggested that if residents feel that they are being ignored, they should picket the sales center.

“Hit him in the pocketbook,” Sternberg said.

It seems so. This was in the "other" news site. Internal deed restrictions are not being enforced but I don't know if or why they haven't contacted the police.

Yes. And they aren't the only children living here. For years there was a school bus stop at the Silver lake gate on Griffin ave where the children (elementary age) got off the bus and hopped on the golf cart with parent or grandparent and went home in Silver Lake. The developer turns a blind eye and does not care. They have a problem with enforcing interior deed restrictions. Same with multiple pets. Some CDDs only allow 1 or 2 pets. They can't or won't enforce that, either.

Yes we had one in our neighborhood but fortunately he kept to himself and did not cause trouble.

In the case you mention, it is quite possible that the residents requested an exception to the restriction and was granted one. Did anyone ever ask?

My deed restrictions do not provide for an exception to allow a permanent resident under the age of 19. Other deed restrictions may have different language.

Why wast time asking for an exception to a restriction that isn’t enforced? By choosing to not enforce internal deed restrictions, the whole deed restriction thing has been turned into a total sham. The message is that it’s OK to completely disrupt an entire neighborhood, but don’t you dare put a little white cross in your garden?

Talk about form over substance!

Special needs children are allowed to live here.

Since internal deed restrictions are not enforced, all children are effectively allowed to live here.

"Enforcement" is becoming a vanishing concept everywhere. I wonder when Merriam-Webster will remove the word from their dictionary. What a country!

Actually if you child has a special need…that child can reside in any district. In one of our old neighborhoods we had 2-3 residents that their young child lives with them youngest was 13.

I don't see that in my deed restrictions either. Can you point to the paragraph that allows that or the Federal law that overrides the HOPA rules?

In the case of the children in the Villages, is there any reason to believe they have special needs anyway?

At one time they did enforce this and I wish they would. Grandparents lost both their daughter and son in law in a car accident and they became guardians of their 8 year old granddaughter. They were told she could not stay so they were forced to sell their house. It was a shame for them so not sure why it is allowed for others.
