If a person pulls a Fire Alarm for a reason other than a fire, would that be a crime?
Perhaps a child unaware of consequence, a person trapped in a location needing assistance, someone miscalculating the situation, etc would be an excuse. Maybe even a mistake if in the dark, or perhaps an immigrant not familiar with the language or item.
My middle-class training from grade school up said that there were certain things you do not do. One was not to pull an alarm unless there was a need.
Now there is an elected official who pulls the lever supposedly to get the door open into the room in Congress.
What was the real reason? Lack of Knowledge, stupidity, youth, an immigrant, language, dark, smoke, or nefarious?

Not Really. More of an observation of stupidity. Imagine if there were people doing this in other public places. We would be in a constant state of evacuation.
Reminds me of what happened in Tennessee. If you can't get your way by convincing others your ideas are best, you throw a temper tantrum like an immature person. This guy should be held accountable and its not much different than enforcing a senate dress code. Its all about decorum and being civil.

I think the reason was that the subject had the "combo-pack" of intelligence! Just amazing how they try to pass it off on trying to open the door because they think everyone is just stupid and will believe them....

Here's what should happen in this case:
Code of the District of Columbia
§ 22–1319. False alarms and false reports; hoax weapons.
(a) It shall be unlawful for any person or persons to willfully or knowingly give a false alarm of fire within the District of Columbia, and any person or persons violating the provisions of this subsection shall, upon conviction, be deemed guilty of a misdemeanor and be punished by a fine not more than the amount set forth in § 22-3571.01 or by imprisonment for not more than 6 months, or by both such fine and imprisonment.

No. In fact, building security recommended it to me. I was a grad student studying after hours in the lobby of the library. Sunday, the library closed early. I was lost in my books and writing at the table when I heard a whistle. I looked around and although when the library closed its doors there were several people in the hallway at desks like I was, now there was nobody. There were classroom doors with alcoves around the hallway. In the shadow of one of these I saw a nude figure. He was the one whistling. I remembered the police teaching to show neither fear, nor aggression. I threw my backpack at the floor (not at him) and said, “Go pick on someone else”. Then got up and walked to the nearby elevator. The elevator doors opened immediately, I got in and went to the building lobby. The building had security cameras at all entrances but somehow this guy avoided them. Security told me that I should have pulled the fire alarm as that would have alerted them to exactly where I was.
Later, in the newspapers, I recognized the face of my intimidator. He was Paul Bernardo, the serial rapist killer. This was early in his career, he looked like an under graduate to me.

Not familiar with DC law but in NYS where the individual resides it is a misdemeanor. I would arrest him.

Here’s the Florida statute. I don’t know about the hallowed halls of Congress.
“ 806.101 False alarms of fires. —Whoever, without reasonable cause, by outcry or the ringing of bells, or otherwise, makes or circulates, or causes to be made or circulated, a false alarm of fire, shall for the first conviction be guilty of a misdemeanor of the first degree, punishable as provided in s. 775.082 or s.”
I believe the perpetrator is in trouble over this. However, the “real reasons” you list are insulting.

I used to be in charge of building access for a number of buildings in DC. One of the things the access control system has to do is to immediately open all security turnstiles and unlock all exterior doors if a fire alarm is pulled. Fail Safe as apposed to Fail Deadly. Just a technical post, no idea about the politics of the situation.

PS: look up a recent indecent exposure/vaping in public place previous arrest record of a Colorado woman…who also is in the hallowed halls. Where is post here about that? How about guilt is guilt? Whoever they are? Where one get their info leads into thinking habits…it’s all crooks that need to go. Think about it. # 2 PS - the emails were found, after years of investigation scrutiny and years of false accusations to be….well..it doesn't matter bout facts…. as most people have made up their minds anyway. Even with false info cause the liars know their followers —-won’t listen to other info. Beware of enemies foreign and domestic.

Pulling a fire alarm is a misdemeanor in DC which typically results in a fine of less than $1000. It /can/ result in jail time of I believe up to 1 year (that might've been California - DC might only be 6 months), but never does.
If the fire alarm was attached to a fire door, there might've been the expectation that the alarm itself was disabled, and the engagement of the "arm" that triggers it would have opened the door. We had those in high school and you see them in the rear of many strip-mall stores. If you try to open the door, it sets off the alarm because you have to push on the big red arm with the words FIRE ALARM DO NOT USE written across it. When I worked for a Party City right before moving to Florida, ours was disabled. We could just use the door to open it. There was no lock or handle on the outside so we'd have to walk around the front to get back in. Or we'd prop the door open with a brick.
