Newspaper on historic golf cart bridge

The last six days, someone has been throwing a Village newspaper on or near the top of the bridge. Obviously it blows all over the place. Please keep your eye out for this thoughtless individual. Makes no sense why someone would do this. I have been picking it up every day, along with others I assume. It is the historic golf cart bridge over 27/441.
Appears to happen between 6-11am. Completely senseless.
