If you do a search on this site you will find there are very few if any people offering hand pulling of weeds. I have given up on this and use a battery operated wand sprayer, takes a few minutes once or twice a month. I believe any of the companies will only offer chemical spraying.

Hand-pulling is time-intensive, and factors in to a company's bottom line. If they're paying $20/hour - they could get 5 properties sprayed in an hour, compared to one lawn taking two hours to hand-pull if they have flower beds and a couple of feet of plants around the perimeter of the house.
I pull the weeds by hand, but no one's paying me to do it at my house. I do the next door neighbor's when she's out of state and she gives me money. But the amount is negligible, and I do it out of love for my neighbor and satisfaction in knowing that her beds look nice when she's not around.

One needs a pesticide applicators licenses to spray for weeds. It’s a pretty intense test that not everyone passes. So the small guys don’t offer that service.

Your response ("very few .....") may be why his company is looking to hire someone to do this. Sounds like an opportunity to make a few bucks. Definitely a hard job but I'm sure a man could charge much more than that on a per job basis and have quite a few takers.
