I read an article in the POA bulletin stating that the Sumter Landing Community Development District (SLCDD) is planning to sell the Southern Amenities and Amenity Fee Stream.
My question is, how will this sale effect amenities in Districts 12 and 13?

Where exactly did you see this article? The POA is late publishing the online version of the November Bulletin so I haven't read that but there was nothing of this sort in the October bulletin. The only other mention of amenity sales I have seen was in the online newspaper which shall not be named and that article was about the SLCDD PURCHASING the Southern Amenities.
