Someone obviously can’t read a highlighted sign right in front of their face. Not sure what part of this they don’t understand.

What did you expect? That sign has like 2 dozen words on it and some with more than one syllable. There are big red octagonal signs that simply say STOP all over and yet the overwhelming majority of cyclists can’t understand what that means
