Can anyone tell me who can repair an ECM GM part number 19210071 for a 2005 C6 Corvette? Or where I could purchase one.

You might try a search on some of the online Corvette forums. Here is one (top of page search on C5 forum):
CorvetteForum - Chevrolet Corvette News and Rumors (https://www.corvetteforum.com/)

Someone from the villages corvette club gave me a number of someone who works on Vettes. Wick-Ed Performance and auto - ask for Ed. 352-459-6290. luckily I haven't had to call him, yet.

I pasted your part number into my search engine (edge) and saw about 6 sites with the part, $620 to $915, so these appear to be available.

I use pcms for less in North Carolina. They do tunes and ecm repair by mail. They have done 2 for me in the last couple of years. The owner is Alvin and they are very popular on lots of forums.
