Hello Villagers, we are new to the villages, moving from the northeast. Up north we lived off of well water, thus utilized 1) Toto dual flush toilets and 2) plumbing recirculating pump on our bathroom hot water.
Does anyone have experience utilizing either of both to conserve water?
THANK YOU for your experience.

Note that the standard Kohler toilets that the builder installs actually function as a dual flush toilet. If you press the handle down and immediately release it, you will get a short flush that uses about a half gallon of water. But, if you press the handle and hold it for one to two seconds, you will get a long flush that uses about 2 gallons of water. Give it a try.

Welcome, search on this site is your friend as the hot water circulation has been discussed a lot along with ideas on getting hot water to the bathroom quicker. You did not say if you have tankless or tank water heater but here is a thread on the tankless recirculation subject.
