If you go to Salisbury Cathedral in the UK, there is one of the oldest clocks in the world, And around the cathedral, there are sun dials, so the sundials were the time keepers against which the clocks were set.
So noon was the critical time, how they got to hours is beyond me

And for those who do not always pay attention to things in their environment, the plethora of clock advertisements and store displays (and on television) often show a clock with it's hands at 10:10 (am/pm does not matter). This is because the angle of the hands give the clock a "smiley face" appearance.
