In May, we hired Vetcon Heating and Plumbing of Ocala to install an EV Charger in our garage. First they did not install the correct charger - gave us a Tesla version when our car is a Toyota. They gave us an adapter, which works. But the worst thing is that although they charged us a permit application, they never applied. After the installation, I noticed we had not had an inspection of their work. I called them numerous times to get the permit and finally they refunded the permit fee of $250. I called permitting and was told that Vetcon should apply for the permit as they did the work. I called Vetcon and told them that and they told me to return the $250 to then and they would apply for a permit. Time passed and after numerous phone calls and emails, they still hadn't applied. Finally, on Wednesday, July 2, I called again. I was told that they would be applying for the permit the following Monday. I called on Tuesday morning to check on it and was told that the operations manager, Freddie, was in a meeting and to call back at noon. I said, OK, but if the permit has still not been applied for I will take further steps. I called at noon - no answer. Soon after I received a text asking if they could call back later. I said OK, but I hope this is good news about our permit. Their text response was "what permit." I told them the situation and asked when they would call. I received no further texts and when I called the office again no one answered. My husband received an email that day stating that "as we had threatened legal action" Vetcon would not continue to offer us services and that all further communication should be by email. Apparently they are not applying for a permit. Their website says they offer 100% customer satisfaction, but they don't. Now, we have to apply for an "after the fact" permit and if there are more fees or repairs needed we will have to pay out of pocket. I WOULD NEVER RECOMMEND THIS COMPANY TO ANYONE!

Make a BBB complaint. I suspect that will get them to do what they haven't done to this point.

OP, you need to go further, contact your county building department and file a complaint with them, also the Florida state license division. To be on the safe side, you may be able to apply for the permit and have the installation inspected as this is very important for home insurance coverage. Make sure everyone involved is aware of what the company is NOT doing. In the past I contacted the building department to clarify some electrical work I wanted to do myself, I got the permit, had the inspections done and all was good.

The Better Business Bureau is a pay-to-play organization. Members pay to be members, and if you don't pay, you're not a member. As such, they generally support their members, and ignore complaints against non-members.

The OP should follow villagetinker's advice. The permits are registered through the municipality. So it's the municipality you need to contact, if the contractor refuses to submit permits. Especially after the customer pays for that service.

I believe what "normally" happens around here is that permits are not pulled for many new electrical circuits. I had a new circuit run in my garage for a refrigerator by a well known electrical contractor in The Villages (their trucks are all over the place) and they didn't pull a permit. I am getting quotes to have a Tesla wall charger installed in my garage and when I ask if they pulled permits the answers are "no". The typical answer is we don't typically pull a permit but will if you want us to. If you talk to the permitting office they will tell you that you need a permit. It is what it is.
