Executive course points?

Is there a site, a document or an informed golfer out there that can enlighten me as to how executive course points are assigned? It seems to vary from course to course as to when and how playing points, penalties and bonus points are allocated.

Bottom line: What time in afternoon is play allowed without a point being assigned, does starter have any discretion here? Thanks folks.

To your specific question:

Reservation Points are awarded to all tee times on the championship courses until 4:00 p.m. and the executive courses until 90 minutes before dusk.
