Brinson Perry Dog Park Parking

Arrived at 10 am today, there were 12 automobiles and three golf carts parked in the spaces for dog owners. There were two persons with one small dog in the under 30lb park and no one in the large dog park. Had to park illegally or leave.
Does anyone know who is tying up these spaces?

I sure don't, but hopefully someone can get us to the right person to check into that. I will keep my eye out for other posts...I want to know as well!
