This is in Spain, but maybe could happen here....I have my doubts about the "consensus" part however...

"MADRID -- Spanish lawmakers launched a heated debate Friday on a proposed constitutional amendment that will force the government to keep future deficits very low - a fast-track change which is designed to reassure investors fretting over the country's debt load but has infuriated unions and some opposition parties.

The amendment was expected to win passage easily after the debate in the lower chamber of Parliament, and next week in the Senate, because it is supported by Spain's two dominant parties in a rare display of consensus - the ruling Socialists and the opposition conservative Popular Party."

Thanks for the link BK....more I read and I have attached another link you might find interesting...this appears to be a very fluid piece of legislation that has a number of "outs" but was needed in Europe to settle things a bit.

People dont talk about it much, but as they complain about our congress, they should keep in mind, that IF they did their job, their would be many many unhappy people. This does not appear to be a fiscal jam that we can walk away from with no bitter people. I can only imagine the reprecussions if congress does it job correctly...if they ignore politics and address the problem

THAT is what we keep asking them to do and I cannot see any happiness in the street if they do what we want.
