My garage floor was painted and it needs to be redone. Can you paint over the old paint?

I have the same problem and have had three estimates for different
types of products and all of them say the old paint should be taken
off. The reason is the new paint or stain needs to bond well with
the cement surface or will come off when the old paint peels and
take the new paint with it.

Has anybody ever used alternate garage floor covering (http://www.google.com/search?q=garage+floor+covering+tiles&sourceid=ie7&rls=com.microsoft:en-US:IE-Address&ie=&oe=&rlz=1I7PRFB_enUS464) instead of having to remove old paint?
