An obvious reference to both Jimmy Carter and George W. Bush.

While I am no big fan of GWB, I would point out that the consensus opinion of Harry Truman at the end of his term was very low.

Folks I took the OP's purpose for sharing this quote as a reminder that we need to take our right to vote as a serious obligation as our selection materially affects our lives.
I did not beleive the OP was directing the quote at any specific president.
Having said that the quote was made in 1920 at the time Woodrow Wilson, Democrat was President.
The true test of a president's legacy is not in his lifetime and only history will really reveal an unbias prospective of a bush, Obama, etc. Look at the changes in opinion concerning FDR from our father's days to the present.
IMHO history will settle those questions

My opinion has always been....on football polls do not rate them until they have played at least six games.......how many years equals six games..a lot !
I apply the same philosophy to those who rank Presidents !
