Did your fax work at a previous location or is it new?
Is it connected wirelessly via wifi or connected by a cable to your PC? If wifi, is your network secured ( does it require a one time password to access? ).
Can you print to it?
Do you have a telephone connection or are you using a telephone system like Ooma?
Knowing the answers to these questions may help get you up and running.
At worse case, there are services I believe provided by resident(s) of TV that will come to your home to help for a fee. Hopefully, you can this resolved without having to pay someone.
Best of luck!

ThxGenerally you should have your fax/scanner in-line between your phone signal source (wall outlet) and your phone. Here is a routing sequence where you can just eliminate the element(s) that are not applicable:
Wall Outlet > modem > router > printer/fax/scanner > phone
This is the setup I have with a Comcast setup, but it's probably similar with any provider's incoming signal.
If this doesn't help then you should describe the exact routing you already have set up similar to what I did above so any answers can be specific to your needs.
