Here is a site where you build your own web site, there are may templates to choose from and then there is a monthly hosting fee. Web Hosting Solutions - Free Web Hosting Services and Free Websites (http://www.freeservers.com)
You will also need a domain name which can be obtained here Domains Names, Hosting, and SSL Certificates | directNIC (http://www.directnic.com). Here is another domain registerer domainprogram.com - Domains Resources and Information. This website is for sale! (http://www.DomainProgram.com)
I am sure there are others, maybe some even being free. Try a Google search.

shortsaler, if you still need help, send me a message and I'll give you the name of a person who does them. he is good and reasonably priced. also, check out 1and1.com to register your domain name and also host your website. they are one of the more known sites and also competitively priced. you will need three things to have a website - domain name, website designed and then a web hoster.
