Does anyone know why there are signs posted all around TV reading Trail Closing 12:00 pm - 6:00 am?

Does anyone know why there are signs posted all around TV reading Trail Closing 12:00 pm - 6:00 am?

I think they are putting down asphalt sealants on the trails. Every night they do a different area.
