My father had COPD and owned a place in Port Charlotte that he loved. He ended up selling it because he couldn't take the weather any longer.

Gamby:
The leader of The Villages Airheads Support Group, which is dedicated to helping folks with breathing problems of all sorts, but especially those with COPD, always answers a question like this with: "Yes, I'm equally affected whether the weather is hot, cold, dry or humid!"
As VP of this group, I invite you to join our always fun sessions:
First: 2nd & 4th Tuesday - Old Glory Room - Mulberry Grove Regional Rec Center - 10:00 am - 12:00 noon. "Traditional support group meeting with medical professionals often on the agenda."
Second: 1st & 3rd Friday - Old Glory Room - Mulberry Grove Regional Rec Center - 10:00 am - 11:30 am. "Breathing hints and Exercise suggestions appropriate to those with COPD."
Members of our group may be on supplemental oxygen 24/7, or maybe only at night. Some may cope without the supplemental O2, as do I. But, regardless of your situation/condition, you'll have fun and learn with us!
Come to our next meeting (Tues., 06/12) and see for yourself!

Anyone I know with it cannot tolerate humidity.
Perhaps a dry climate would be best; a western state that isn't too high in altitude.
However, check with your doctor.
