Former Soviet Union = 153

Could be that splitting the USSR made openings for many more athletes in the former USSR to medal in the Olympics.

Of course. Every country is allowed a number of athletes. If you have more countries you'll have more athletes.

How many athletes would there be if we were allowed X amount of athletes from each state?

Probably pretty high for the British Commonwealth if you count Canada, Australia, various African countries, the US, India, etc.
