I watered my small flower bed 12 mins. ---2 X's per week. I'm a snow bird & the plants looked great @ the end of April, & my neighbor e mailed me on how nice the flowers were. Fertilized them 3 X's per yr.

I am sorry you did not receive much help here. It is probably because there is not an answer that applies to all situations. There are many variables including varying needs by plant, type of soil, rainfall, exposure to sunlight, depth of root system, etc.
I water most of my shrubs and flower beds at the same time as I water my lawn. Even though our lawns go dormant and turn brown in the winter does not mean the they shouldn't be watered. They don't need as much but by the same token they get less rain. I have one row of shrubs that happens to have a dedicated irrigation zone and I water it much less than other areas.
Potted plants which we purchase usually come with watering instructions and if they are not in the range of a sprinkler I hand water them.

Hope this helps.

Watch in the Daily Sun, the Florida Extension office has meetings at least once per month discussing these very issues.
