View Full Version : Walkers Wake Up

I hope we can get some reasonable discussion on this posting. Here in the Villages there seems to be some conflict between walkers, bike riders and who has the right of way etc.... . My issue is with the walkers who seem to be ignorant of Florida Law or they simply don't care about the laws or their safety. Every day I am on the Villages' streets I see people walking on the right side of the street in the direction they are traveling. This is just plain dumb, first, they have no idea of the traffic approaching from behind and second, Florida Statutes state, pedrestians are required to walk on the LEFT side of the highway (the shoulder when practicable) in the direction of their travel. Anyone with half a brain should be able to determine that seeing traffic coming toward you as you walk, is so much safer that having that traffic approach you from behind.

I believe it is also the Florida law that pedestrians are required to use sidewalks where provided and not the streets. The diamond street lanes are for wheeled vehicles but some walkers become defiant and force carts into the auto lanes. 10% never get the "word":rant-rave:

I would say it IS a huge problem. One of the worst places where walkers are in the streets, on the right side with their backs to the cars coming up behind them, is Baisley Trail. The people walk like this as if nothing is ever going to happen to them.
I have a friend who lives near the top of that hill (Baisley, going up), and there are more oblivious walkers there than any other residential street I've seen here. They are hazardous, because they just keep looking forward and do not care that cars have to stop behind them to wait for an oncoming car/truck to pass before we can go around the walker.....and that is IF we can SEE the walker. Many times there are parked vehicles on the street that block a car driver's view of the walker ahead of the parked car.
Also, too many walkers in the streets wear nothing that is visible. The most oblivious walkers in the right lane seem to always be wearing grey or black, and never something white much less neon green, orange or yellow.
It gives me nightmares to think of hitting one. They seem to act like cars are not supposed to use the street and it belongs to them. They put their dogs at risk in this 2-way car traffic, too. When I do my walking, I walk only where there are sidewalks or multi-modal trails and on those, I step onto the grass when an oncoming cart approaches me. But there are many instances where a cart has to stop because they can't get around the walker ahead on the right side, because there is a cart coming toward them in the oncoming lane.

I agree with Graciegirl. It is a non problem I do not think anyone would deliberately walk in the road but sometimes you have to walk around parked trucks and end up on the wrong side of the road for a brief moment...actually that happened to us the other day and some guy walking a dog was quite rude to us.... we are just walkers and we are aware of our surrondings, to the person who mentioned Baisley Trail we are residents of that particular street and when we are walking we do not ever see more than one person at a time walking and no one is in the road...

I for one, try to always walk facing traffic. It becomes problematic, until one gets to the sidewalks on Canal St., especially when work vehicles are parked at homes along the way.
Once on Canal St. there are few issues as I can get to almost anywhere on sidewalks or multi-modal paths.(but run like heck when I get to a tunnel)
A major problem I find is that drivers fail to recognize that the speed limit on Baisley is 15 miles per hour. Drivers regularly exceed this speed by double! They do not slow down and often don't yield space to walkers.
Makes it dangerous!!!!

You're right ont that, but COMMON COURTESY should also be used by the walker...
....by obeying traffic laws (walk on the left side and facing the oncoming traffic) and.....
....by making sure they are visible to vehicle drivers at all times.
If a driver accidentally hits a walker because they are not visible and walking on the wrong side, it's not a matter of common courtesy. It is an avoidable tragedy that obedience to traffic laws could have helped to prevent.
I certainly don't want to hit anyone accidentally and could not imagine living with that horror afterward. It seems like some walkers want to say "I was right and had a right to walk how I did".....on their tombstone.

Might not seem a huge problem to some folks, but it is wise to always be alert.
Yesterday morning, I made a right turn (in my car) from St. Charles onto Tamarind Grove Run, and immediately came upon a walker in the golf car lane...
doing push-ups.
Had I been in a golf car, I'd have run over at least half of him before having time to break. In addition, he had his back to oncoming traffic.
Startled the bejeezus out of me. Didn't faze him at all. He didn't even look up.
You just never know what will be around the corner.

As an almost daily walker I will admit that at times I do NOT walk facing traffic for my own safety and first hand experiences.
First some background. I will walk anywhere for 4 to 7+ miles on the days I walk and it is always on the cart path or sidewalk. I use all the tunnels with the exception of the one at Lake Miona. I will short that one because of the cart traffic.
Now there are places along the loops that I walk that it is safer to have your back facing traffic. First time I ran into a safety issue was when I had cleared the tunnel under Buena Vista near the fire station at Bonita. I was walking facing traffic and walking up the incline and a person in a cart was heading towards the tunnel. I totally surprised them and they jerked the wheel to the left to avoid me. From than on I walk out of the tunnel with my back to oncoming traffic and then move to the left facing traffic after reaching the top of the ramp.
Another place where I have surprised people are the 90 degree bends in the cart path. Examples here would be the north west corner of the Odell / Buena Vista (when I am walking north) and the north west corner of Odell / Morse (across from Havana) and again when I am walking north. And in both of these cases I will switch over to the correct lane when I have a clear view of oncoming traffic and they have a clear view of me.

So many times I see people doing things that may be legal but may get them killed. For pedestrians walking in the roadway when sidewalks are provided is needlessly endangering your life. What if a driver is momentarily distracted and swerves only a few feet ? You may be totally legal and dead or severely injured. Common sense and good judgement regardless of your legal standing is essential.

How do other walkers find is the best way to cross roads like Buena Vista and Morse? Do you use the tunnels? Or do you walk across the road even though there is no designated place to walk across? If you walk through the tunnels, do you walk in the middle or on the left hand side?

I don't know the answer, but I think walking in a tunnel is extremely dangerous because of how cart drivers come into the darkness from bright sunshine and it takes awhile for the driver's vision to adjust. It only takes a second to hit somebody you don't know is there because it's dark in there.

Since I only walk south of 466 I use the tunnels with the exception of the one at Lake Miona. At LM I will carefully walk across the road. In the tunnels I walk as close to the wall as possible and always check the mirror as you get near the exit. Also I have tried both the right and left side but I favor the right side.

These are good instances of when you have to break that "ironclad" rule of walking on the left. If visibility is going to be poor due to a hill or a curve and you can't see an oncoming car and he can't see you, it is better to be on the other side of the street for that period of time. We have more winding, hilly streets where we live up North, and our neighborhood drivers and walkers take the view that it is better walking toward oncoming traffic if you can be seen from a distance, but be on the other side of the street if your vision of oncoming traffic is obstructed.
I don't agree with that with cyclists, though. they have a right to be on the road but must obey all auto traffic laws.
We don't see too many people walking on the roadway around the tamarind Grove/St. James area. I will occasionally take my dog out into the cart lane when I see two people and a dog coming, and know we can't all fit comfortably on the sidewalk without someone's dog ending up walking on someone's yard. Or when a small dog may be overly afraid of my big lug (dog, not hubby).
But the problem doesn't seem to me to be in epidemic proportions down here. It would be nice to have sidewalks on both sides of the road though, and people would wear reflective clothing,

As an addition to this I've seen walkers wearing dark clothing at night which is terribly dangerous! We've also encountered folks riding bicycles at night---no light, no reflective strips and dark clothing...also very dangerous! These are the exception and not the rule but needs addressing nonetheless. I agree with all points re: walkers obeying the law. As for the tunnels...I think I'd avoid them.

Florida Statute SS316.310- Where sidewalks are provided, pedestrians must not walk in the roadway, but should walk on the sidewalk.
Florida law also provides that a sidewalk need not be paved and is in fact the portion of the right of way running parallel to the paved section of the road.
It appears that walkers and runners going either way in the diamond lanes are violating the law .

being a daily 3 miles per day on the multi modal paths and tunnels for the 8++ yeras here in TV it is easy to summarize.
Some.....SOME....think the path is theirs, they think the only way to drive their cart is peddle to the floor no matter the condition, they do not use the brake to create a safer passing condition, they pass when they should not be doing so, and yes some do get verbal about us walkers invading their presumed space.
Add to that SOME the ones who cannot see as proven by being run to within inches before they violently swerve away and of course there are the jackasses who aim for a walker purposely and swerve away so as to send their message.
All of these that constitute the SOME I refer to are no doubt the same discourteous, road hog drivers on the highways here in TV.
They seem to have this phony priority that they just have to hurry to get where ever they are going.
Thank GOD they are in the minority, but they all seem to be on the paths that I walk.
If you are one of the SOME....jusst slow down and enjoy the day....give the right away instead of taking it....do your face a favor and smile.....your geritol or couch or nap will wait till you get home....and your t time doesn't happen any earlier by getting there as fast as you can.....and please look down that big square thing on the floor of your cart is called a brake....:jester:

I think walking through tunnels is dangerous and I would never, ever do it. Drivers of golf carts are in sunshine and then enter a dark tunnel. It takes time for the eyes to adjust. I've come upon kids from the Charter School walking three abreast in the Belvedere tunnel with their backs to traffic.

Would you consider one pedrestian run down and perhaps killed a huge problem. It sure would be for that victim. to use a more familiar example to US ALL....speed limits are posted are they not? They do represent "Florida law". Not one person gives a nano seconds thought about "obeying" these very well posted, very well known Florida laws.
So whether or not the subject at hand is a Florida law has no bearing what so ever on what the public in fact does.....no different than speeding.
Same problem at the Federal level Some Federal laws are enforced and others, like ILLEGAL immigration is not.
Do you really think the federal and local governments expect us to selectively obey one law and not another? Are some posters here expecting the law in this thread is one to be obeyed? While speeding is condoned? Texting while driving condoned?
We do have a rather distorted system that we are all so well trained to participate in.....eh?

I detect a "big fish eat little fish" attitude here.
The multi modal lanes (paths?) are so designated in order to include modes other than golf carts. Expecting pedestrians to jump out of the way of approaching golf carts is unreasonable, arrogant, rude, and, last but not least, dangerous. There are pedestrians who are physically impaired to an extent dodging golf carts is not an option.
I am not a walker. I am a golf cart driver. I do not expect pedestrians to jump up on to the curb. If I can not safely go around them I will slow or even stop until I can and we always exchange a pleasant wave.

I agree in principle. BUT, is there a specific rule or regulation either in TV Rules or ordinances that you just quoted? Just curious.
Assuming no specific TV Rule or ordinance then it just comes down to common courtesy. As either a car driver, golf cart driver or spaceship driver, we have a common law duty, to say nothing of moral obligation, to adjust our driving so that we are exercising due care for others based upon the circumstances, regardless of who may have the technical right of way.
For instance, just the other day I was docking my space ship on the Death Star orbiting Kaladron when a pesky flying droid cut right in front of my tractor beam. If I had not immediately cut off connection with the beam, there would have been one less droid out there ..... and the life of every droid is important to the essence of the FORCE.

Warren: first thank you for posting this important and timely topic especially since we are at the peak season. I might suggest that to gain reasonable discussion eliminating words as dumb, half a brain would go a long way.
I have noticed many violations in what some states word as "Rules Of the Road." This discussion would also include the cartpaths in The Villages
To begin with pedestrians (walkers joggers) should proceed facing oncoming traffic so that they readily recognize if they are in peril should some unforseen event affect a auto/cart driver (health issue mechanical problem, etc)
A major violations by golf cart drivers is that they ignore the obstacle rule. the driver auto/cart is that the driver having an obstacle (person vehicle barrier, etc) in their lane of traffic are legally obligated to stop and let oncoming traffic pass. unfortunately it is quite common for drivers facing an obstacle to simple move to the center and pass even when an approaching vehicle will meet them at the same time. I often stay alert when face with this situation and hold back bcause it has become quite apparent that most golf cart drivers ignore this rule.
Bicycles are vehicles and as such the same rules that apply to cart and cars apply to them.
Two other issues involve the diamond lanes. In the first instance approaching a gate or a four corner intersection requires vehicle to merge.
Whether your driving a car cart or riding a bike the rules of the road require your intent to merge but also require the vehcile behind you to allow you to merge. i cannot tell you the number of times I have seen cars speed up to get pass a golf cart or bike. this is a very dangerous hbit and one of thrse days someone is going to get seriously hurt.
It seems whether there is a sidewalk or not some joggers and walkers want to use the diamond lanes. these diamond lanes are not designated for them. i have been challenged many times by joggers to defy you to stay in the diamond lane. What they force a golf cart driver to do is to pull out into traffic and given the proclivity of some auto drivers to ignore golf carts leads one to deduce that the joggers interest seem to supercede safety issues.
There is an enormous amount of increase traffic on the cartpaths and roads. This situation is exacerbated by vehicle headlights that blind people and by pedestrians and bicyclist who have failed to properly illuminate their presence.

I guess I don't get why walkers don't use sidewalks?? Why walk in the diamond lane. I'm beginning to wonder if there might be an ordinance or law against this as they are obstructing the flow of traffic. Because people have to struggle to get around them and then you have those who do get hit because they are where they are not suppose to be?? I will use Pinelles as a good example. Sidewalks are provided all the way. Yet you have folks who walk in the diamond lane. These are not multi mode lanes folks...the diamonds lanes are for WHEELED vehicles not pedestrians. Now in other areas you have the multi mode lanes which yes walkers are allowed. In other words you need to use the sidewalks and not have a death wish :(

My experience exactly. I had a gentleman aim the cart at me and then stop and tell me if he saw me walking on the "cart path" ever again he would do his best to run me over. I saw him again a few days later and moved to the grass as soon as I saw him and he still chose to let me know I was #1 in his book by showing me one finger, guess which one, and yelling he will get me one day. I haven't seen him since but that could change any day. He is not the only one to show agressive acts when walking on the multi modal paths

Given that most of us agree that walking in tunnels can be dangerous, I wish that there were walkways across the larger streets like Buena Visat and Morse, similar to the one that crosses Stillwater near Virginia Trace. I live in Sunset Pointe and like to walk to LSL, but have to cross Buena Vista wherever I think I can get across. Does anyone have any tips?
Does anyone else think there should be walkways across Buena Vista and Morse? Not very many, but one here and there. It seems that TV accomodates cars, golf carts, bicycles, etc., more than walkers. In an active adult community so great in so many ways, I'm wondering if there is more we can do for walkers.

I appreciate your comments and the discussion of others. But, we seem to have gotten off track a bit. While I did mention Florida Law, my main point was was two fold. First, these walkers are usually Villagers and probably 60 plus in years. I would think someone who has been on earth this long would be aware of pedrestian laws common throughout most states. I didn't call anyone dumb, what I said was their actions were dumb and I stand by that. To me, it only makes sense to walk toward traffic regardless of a Law. And yes, there are always exceptions to almost every situation.....

The Villages is not very "walker friendly". You speak of sidewalks, there are very few. I think walkers would be happy to use sidewalks if we had them, but sometimes the choice is either walking in the grass or the diamond lanes.
I use the trails and walk against the traffic ,, I tend to drift to the center of the lane I am walking in. I want that oncoming cart to see me and have to go over in the other lane,,, at that point I know he has seen me... If not I have created an escape route for myself,,,, cart drivers are not nearly as Agressive when they realize they could crash headon with another cart. I also have walked using a white can I bought at a garage sale,, I seem to get more understanding if they believe my site is impared!

Warren: If I had waited a few minutes more I would not have referenced the dumb...comments. My apology. I hope I have learned something here.
The fact of the matter, and the numerous posts confirm it, that the multi-modal paths were a very bad idea. I read one poster who mentioned that when he walks he leans toard the center to see what is approaching. As my post me tioned golf carts lean towrd the middle because they anticipate walkers, etc. This is an accident waiting to happen.
The following prevent cart drivers from seeing pedestrians on the cartpaths": blinding headlights from golfcarts and auto on parallel roads (Buena Vista, etc) overhanging shrubs or tree branches, contour of the cartpath, inattentive cart drivers, pedestrians not properly dressed and lacking devices such as flashlight, flashers, reflectors etc tunnels not properly illuminated.
finally one poster said I don't think a nybody has a eight to tell people what to do. I may be mistaken but my view of your thread was not to tell but to inform
Again my apology for anything I said that may hav e offended you. It was not my intent but then I should have been clearer in my post.

I don't walk on the muti modal paths because carts driving up from behind startle the dog on such a narrow venue, even when facing traffic. We stick to the sidewalks, or the street when there's no sidewalks. But I would like to strike out on my own and walk along prettier scenery, i.e., the paths.

I think we're talking about "accidents" here, and how pedestrians can take precautions against getting run over when taking the risks of walking in vehicular traffic.....and how drivers can guard against hitting a pedestrian who disobeys laws saying "use the sidewalks" but insists on walking in the diamond lanes (with sidewalks right there beside them. Canal St. is a good example of that.)
accident:
a : an unforeseen and unplanned event or circumstance
b : lack of intention or necessity : chance <met by accident rather than by design>
Every day, thousands of accidents around the country happen to drivers and pedestrians who "had the right of way". Nobody meant for it to happen, but the bottom line is tragedy for both pedestrian and vehicle driver.
To me, when there are sidewalks right beside a diamond lane on a busy street full of cars and trucks with trailers of heavy equipment, walkers should be on the sidewalks, period.
We were told in 1st grade, don't walk or play in traffic. Why do people defy such a common sense premise? Not everything that is legal is beneficial nor healthy!

Its pretty simple. I live in the very last street of my village. To get to Odell I probably would have to walk maybe 10 -12 streets to get to there without any sidewalks. So what you are saying its alright to walk in the streets there? But once I see a sidewalk I must get on it. Do not think so.

This is something that would have to be taken up and approved by the Sumter County Commissioners. As I recall, it was a big battle just to get the crosswalk approved at Stillwater and Canal.
Everyone who's interested could suggest more walking/fitness trails like the Springdale trail in the resident survey. This seems like a viable solution to giving walkers their own venue.

This may be true once a pedestrian is in the roadway (as in crossing the street), but it appears not to be true that pedestrians have the right to use the roadway in Florida if there is a sidewalk present. There's a difference. See Post #22, or:

I agree with Graciegirl. It is a non problem I do not think anyone would deliberately walk in the road but sometimes you have to walk around parked trucks and end up on the wrong side of the road for a brief moment...actually that happened to us the other day and some guy walking a dog was quite rude to us.... we are just walkers and we are aware of our surrondings, to the person who mentioned Baisley Trail we are residents of that particular street and when we are walking we do not ever see more than one person at a time walking and no one is in the road...
I cannot understand a position of this not being a problem. Think of that walker in front of your car, in the diamond lane walking in the same direction AND WEARING HEADPHONES. This walker has no clue that a car is about to pass them within a few feet. What is something startles that walker and they step into the street as you pass. Yes, bicycle riders should be using Morse and you should move to the other lane if you want to pass. Florida law says the bicycle rider should stay within 3 feet of the right side of the roadway (on Morse the white fog line) and the motorist should stay at least 3 feet from the bicycle rider. That takes up more than 6 feet of a lane only that is only 11 feet wide. A car takes up more than the 5 feet left.

First, every case mentioned are absolutely pedestrian violations and your post stated the pedestrian ALWAYS have the right of way. This simply isn't true. And the fact that is, it is a Florida statute (law) that pedestrians walk on the RIGHT side in the direction of travel. Also, It's not what one would expect a cop to do, but what laws governing pedestians are being violated. The original post spoke of violations taking place here in the Villages and the last time I checked, the Villages were in Florida where such statutes do exist. By the way , I would be interested in those states that do not have laws stating walkers shall walk on the right side in the direction of travel.

Walkers do not ALWAYS have the right of way (ROW). If that were the case then a pedestrian could cross in the middle of any block on Buena vista for instance. If that pedestrian did comparative negligence would place a percntage of fault with that pedestrian...and that % being subject to the facts of that pedestrians actions and case law in that state.
From my point of view after traveling these cartpaths for over 6 years....I would never walk on the cartpaths day or night.

One last point. you questioned where I had ever heard of a pedestrian being held liable. Liable also means responsible. During any year, especially in the Orlando area, a pedestrian is struck and some killed as they walk incorrectly in a roadway. Many of these accidents are deemed to be; no charges were filed against the driver od the auto.

I believe you are wrong about FL law. The statute that is pertinent 316.130 clearly says "walk on LEFT facing traffic." I would love to see a state law that says to walk with traffic. Never heard of such a thing. I walk in the diamond lanes on occasion because I pick up litter. I wear a blinking light if it is dark. I'm also carrying a couple sacks w/litter and if it's daylight most people give me a thumbs up or a thank you. Only a couple times have I been pointed to the other side where there is a sidewalk. They obviously didn't see what I was doing as I walked. If street is busy I always step onto grass if cart comes. It just seems that a lot of people are not being courteous or always rushing somewhere. Take time and enjoy life!!

I believe you are wrong about FL law. The statute that is pertinent 316.130 clearly says "walk on LEFT facing traffic." I would love to see a state law that says to walk with traffic. I have lived in key west the past 62 years because it was the best. Was the best!! Now it has become overcrowded and people are complaining about the quality of life down here as going by the wayside. We have major problems with walkers ,bikers, scooters, and commercial vehicles all wanting to use the same roads at the same time. Please tell me this isn't happening up there as my wife and I recently bought a home in the Pinellas village south of 466A. Can we share, or will there be major whining and finger pointing as there is down here. I just want to have some tranquility in my last years.
Thanks for listening.

Bobby, I spent six winters in Key West because I could work from home and was tired of Michigan winters, and my husband traveled so much it was just me and the dog a lot of the time. We rented a lovely cottage on the corner of Pearl and Catherine, a quiet neighborhood. I know the Key West traffic problems well, and believe me, you will not find those problems here in TV. This is more like living in suburbia. The streets are wider, the parking is easier, there is much less noise, not as many scooters and cyclists, and generally, there is plenty of space for all. Don't worry!
An welcome to TV. I must say, though, I still love KW even with all its warts.

While I don't want to further this debate, and I don't agree that there is a large problem with walkers in TV, I believe you have misquoted what Warren said, or left some of the sentence out. Here is what he said:
"By the way , I would be interested in those states that do not have laws stating walkers shall walk on the right side in the direction of travel."
An earlier poster had indicated that not all states have a law stating you must walk facing traffic when in the street, and Warren was asking which states those might be.
If you go back and re-read his post of Jan 13, I think you will see what he meant.
Now I hope we can put this topic to rest. Think about Gracie's party instead! What food are you bringing? I'm hungry.

In post #1 "Warren" states that..
Florida Statutes state, pedrestians are required to walk on the LEFT side of the highway (the shoulder when practicable) in the direction of their travel.
In post #87 "Warren" states that..
it is a Florida statute (law) that pedestrians walk on the RIGHT side in the direction of travel.

Next time you cross his path whip out your cell phone, take his picture and tell him you are now his new best friend!!!! Must be a miserable soul???

Here's a new twist to the discussion. I use a mobility scooter (max speed of 7MPH) as my legs to get around since I can barely walk to the end of my driveway and back. I occasionally go to my mail station and back and actually travel an extra mile round trip in order to avoid driving on Odell's diamond lane and staying on the sidewalk. Doing so only saves me from driving on the diamond lane for 367 feet, but I do so because I can for safety. I also travel to Colony Plaza using the multi modal path and may eventually use it to get to Dr. appointments at the new Colony Care Center. But I will only do it on rare occasions, for a purpose and not just because I feel like taking a nice ride on a nice day.
I'd like to know what your opinion is on this question... When a sidewalk is not an option for me, do I keep to the left facing traffic as if I were walking or do I act to the extent possible like I'm driving a golf cart, keeping to the right and go with the flow?
One note for the golf cart driver mentioned that likes to play dodge ball with walkers... If you try playing dodge ball with me when I'm out there, I always carry a walking cane, can grab it real quick and am willing to use it to whack you like you're a polo ball!

I am not a walker. I am a golf cart driver. I do not expect pedestrians to jump up on to the curb. If I can not safely go around them I will slow or even stop until I can and we always exchange a pleasant wave.
Thank you! I am a runner. I have run all over the United States. Never in all my almost 30 years of running have I run into such rudeness as in this "friendliest hometown." Granted, most are accomodating with a thumbs up, a wave or a smile and then there are others who have either, tried to purposely run me over yell, swear or give me the one finger wave.
I run on the diamond paths facing traffic. I do so for a reason. The cement sidewalks are very bad on the joints. As I'm running, I try my best to be curteous and respectful to the golf cart drivers coming towards me. If I see more than two carts together or a car behind them, I jump the curb and run on the sidewalk till they pass. Then I jump back down on the path.
The funny thing is every single time I have a rude comment or gesture come my way, there is no one behind them. No one. They have plenty of room. Most of the time, it's just me and them. For those who give me that kind smile, wave or thumbs up...thank you. You just made my day.

I don't know what the legal eagles will suggest, but I would recommend going with the flow. Those in golf carts can easily slow down to your pace until it is safe to pass you. Just make sure you are very visible from behind.

This is very distressing to me, as I'm sure it is more so to you. You should not have to live in fear of another person while walking the path, and that kind of threatening seems like it should be illegal. Is there any way to identify this person Does anyone have any idea who he is or how to i.d him?
I know folks don't like to get involved but honestly..if someone sees someone do something like this and you're carrying a phone...report them.

WOW!
For all of the folks out there who haven’t visited TV in person, or have had very little exposure to TV, let me assure you...what you have read in this thread is not what you should expect to encounter.
In most cases, Vehicle Drivers, Golf Cart Drivers, Walkers, Runners and yes...even Dogs and their Humans...all reside in a symbiotic and peaceful lifestyle here. There are the occasional grouchy people who might yell and give you the one finger salute. I’ve had it happen to me, one time, in the two years I’ve lived here.
For those folks who have experienced golf cart drivers literally trying to “intentionally run them over”...if/when that happens...you need to call the police. Immediately. Get a description of the cart/driver, get a photo if you can and call the police. Because that’s felonious assault. And that person needs to go to jail. And for those who want to use a cane or stick to hit or threaten someone who they think has gotten too close to them ... well, that could be felonious assault, and you might end up in jail as well.
And as far as VS’s radar gun w/video camera...I’m pretty sure that he’ll be content to watch the video in his box down by the river. ;)

Swampy
I hope I am not too late in answering your question. Been otherwise occupied but questions deserve answers regardless of timing.
I know of no rule or ordinance. I don't know when it was first used but it appeared in "Pete's Place" column in the Recreation section of the Daily Sun. ("Pete's Place"was the forerunner of "Our Place". Pete Wahl was Janet Tutt's predecessor).

I am a walker who lives at the top of the hill you mentioned.
Makes it dangerous!!!!_
This is a good example of my point and I agree with this quoted above. But....here is what I do not understand:
When a person knows that drivers not only disobey the speed limit of 15 but they "DOUBLE" that speed.....why do walkers insist on taking on the huge risk of walking in the traffic and being maimed or killed by those speeding drivers?
The walker cannot pull over and cite the driver to make him slow down, so why would he/she put himself in the middle of such danger by insisting on walking in the speeding traffic? Why count on the speeding or cursing driver to slow down and watch out for walkers, when he can't be counted on to simply obey the speed limit?? These people are not trustworthy, so why count on them to drive safely enough for walkers in the street?
Also, there is a difference between walking for lack of other transportation, and walking for exercise/fitness. If a person is walking in the street/traffic to get to the drugstore to pick up prescriptions because they cannot drive or lack transportation, then maybe they ought to call a cab or get pharmacy delivery. If the person is walking for fitness, then maybe it is safer to drive the golf cart to a fitness area, trail, or street with sidewalks, where the long walk can be done safely.

No, you are correct. Carts do not have an exclusive right to the multi-modal paths. Otherwise they wouldn't be called multi-modal. Fortunately, these incidents are usually infrequent, although you seem to have encountered a herd of inconsiderate idiots on your walk. As a professor of mine once said, "Well, that classifies them!"

Having walked that same path many many times I never had one person say a word, beep or anything else. That would include the entire Odell / Bailey road loop (mostly all sidewalks here except around Mallory and Havana), all the cart paths on Buena Vista and Morse south of Odell / Baily and the entire path from Seabreeze to Colony via the 466a cart path.
Take your pick of possible routes and I have probably walked it more that once. Walking was my routine almost every day during my 4 month stay during bird season.
It did not take long to figure out that walking facing oncoming traffic was not safe rounding say the bends around Havana. Here I would cross over as not to surprise oncoming carts. It would depend on which way I was walking. Same goes true for the tunnels. I always walked with traffic through them and then crossed over after exiting and reaching to normal road grade.

There is never an excuse for the rude behavior you describe IMO, but just to be clear I fully understand.... When carts were coming from both ways did you yield at all, maybe get into single file? I have seen folks that seem to take pleasure taking half the path walking side by each (expression from Fall Reever, MA) and IMO that is not sharing either. No excuse for abusive behavior from cart drivers, but wondering...

Yes. Incidents like the OP related are noteworthy because they are infrequent. Just be aware that you may encounter one or more of the idiot cart drivers that think the world revolves around them and their desires. I find there are fewer of them here than in other places I have been.

You mean you've been in other places that have 10,000 golf carts roaming around?

Perhaps not 10,000 carts, but places where carts, pedestrians, cyclists and joggers shared the same paths. So you disagree that these incidents are infrequent?

I agree they are infrequent but they are significant when they happen to you. However when I worked I traveled the world and was always an avid walker/ runner and it's much, much better here than anywhere else I have been

I always walk in the direction I am traveling, but I walk facing traffic.

I suspect he would have learned an important life-lesson had you run over him. :gc:

That it's not a good idea to get hurt here...and end up in the notorious local emergency room? :D

I generally try to be courtious with folks...ie. saying excuse me when appropriate, thank you etc. I also will wait for cars backing out of stalls etc.
Now taking that to driving golf-carts on the diamond paths I will slow down for bikers or pass them when appropriate etc. The other day I was driving on a diamond path (next to a side-walk) when I met a runner going the opposite direction as me. Car/truck traffic was quite profuse so I slowed WAY down almost stopping for the runner BUT thinking he might move up onto the side-walk. I'd eased away from the curb to the white line hoping that would be enough room for both of us as it didn't appear he was going to move up onto to the sidewalk. I felt un-safe moving out where the other traffic was. Nonetheless, Mr. Runner-person hollered at me to "MOVE!! Give me room!" We both made it past one another w/o me hitting him but really, was I the one in the wrong?? I had thought the diamond path was for golf carts AND bicycles. The sidewalk---is that just for walkers? I've also encountered walkers like this man...who weren't using the sidewalk BUT the diamond path. I realize folks say pavement is "better" for them but need the clarification here of "good manners".

I should have edited my posting. It seems 99.9% of the readers understood what I was attempting to relate. Simply stated , it should have read, I always travel on the left side facing oncoming traffic.
