Does anyone know if you can buy Zoysia plugs locally?

Don't know about plugs, but Home Depot and Lowes have sod in season. You can always cut the sod into small pieces and install them like plugs.

Or you could just make your own from hidden areas of your yard. The removed plugs will grow back in no time.
