Well, it seems the U.S. Navy finally got the memo: DON'T USE ALL CAPS! IT'S RUDE!
"Lowercase messages are here to stay; they provide a more readable format," a Navy news release said... The all-caps were a vestige of a bygone era....

People who type in all capital letters are often an irritant to others who are reading what they have written. This may not be fair but it�s the case. That�s because there are a lot of assumptions that people make about what it means that someone is typing in ALL CAPS. Here are some of the assumptions that people will make when you send them an email (or write an article) that is entirely capitalized:
� People think a message in all caps means that the writer is yelling at them.
� People assume that the writer is trying to demand attention.
� People may assume that you have a lack of skill with technology.
� People may assume that you are an immature writer.
� People may assume that you are lazy.
� People may wonder if you are trying to be a rebel.
It is a fact that many people will make these negative assumptions about you if you do write emails and articles without using proper lower case and capitalization in your writing. As a result, it is probably best to drop the ALL CAPS writing and write in the traditional form in order to generate more positive online relationships with others. Plus this allows you to really make your point come through when you have something truly urgent to say and you want to say it with an ALL CAPS message.

But I think Rebel makes a good point. It has become so ingrained in internet etiquette over the last 20 years that using all caps is rude and/or indicative of yelling, that I think it points up a poster's unfamiliarity with the internet when he/she does so. Or else the person is just being arrogant.
Early on, a friend of mine was blocked from a sailing chat forum for refusing to drop the all-caps posting style.
Most blogs that I subscribe to disdain the use of all caps in the comments section. I find the all-caps posts hard to read.

This was really strange......I typed the "ditto" in all caps and it shows as small case letters.....
I kept changing it back to all caps.......and it still is small letters.................GO FIGURE.

That's why you see newspaper headlines in Upper and Lower case (or, in some cases...all lower case) to make it easier and faster for readers to scan the headlines. Why punish people with ALL CAPS?
Call it the 18% rule.

That's why you see newspaper headlines in Upper and Lower case (or, in some cases...all lower case) to make it easier and faster for readers to scan the headlines. Why punish people with ALL CAPS?
Call it the 18% rule.

I read about this change recently and as I recall the article focused on the norms today. never once did I read as to why the US Navy instituted this practice in the first place. It seems to me if you are going to make changes then you at least have to look back to see why that practice, rule, etc was established in the first place.
As for the 18% rule slowing down reading well when I was in the Navy I noticed that slowing down the reading was a benefit given readers lack of comprehension...imagine with the criticism of our educational system for the last 20 years perhaps we now need a 36% rule??????

It happened to me too! I typed THE NAVY IS MONITORING YOUR POSTS!! in all caps, but it was changed to all lower case when I submitted the post. Admin is playing games with us!
Perhaps they have a filter that doesn't allow a total post to be in all caps.

Read an article on this earlier today, they pointed out that the memo on no longer using ALL CAPS was in all caps.

I think the message/impact for TOTV'ers is...if you post long passages in ALL CAPS, there's a likelihood that many people just won't bother to read it. It's not only slower to read but more difficult to read; it's more difficult to "read" punctutation which makes it nearly impossible to read more than a word at a time. Speed readers just won't invest the time. Otherwise, to each his own!

Why did the US Navy institute this practice in the first place? Excerpt from the link to the first article in the original post: "Back in the 1850s, the teletype machines that the military used were made up of three rows of keys -- none of them lowercase letters." So, it was an equipment limitation. The equipment limitation was overtaken by technology with the appearance of personal computers in the 1980's. But, seagoing traditions die hard. In this instance, it only took about 30 years to change the policy that was based on "tradition".
