the audible sound when the blinkers are on only works when is raining or the cart is wet from the rain. Any clue as to a fix?

Looks like the rain water is causing a corrosion effected connection. You will need to locate the buzzer under the front cowl and trace the corrosion down with each connection or plug and clean or replace.
