Order/date the different Villages built/developed

Does anyone know - or know where I can find - what order the different Villages were developed?

This link (http://www.districtgov.org/images/villages_neighborhoods.pdf) shows all current villages with unit numbers. If the unit numbers coincide with construction timelines, or are reasonably close, this may help answer your question.

I suppose it also depends on the interpretation of "developed".
