Default E-Z-Go speed up

I have an old EZGO that is a good runner but a lot slower than everything else on the road

The throttle has no effect beyond halfway down - just keeps trundling along at the same speed

It seems as if it may be "limited" in some way - if so, is this something I can remove/adjust myself, without specialist tools?

There is not much you can do with a 36 volt 15-17 MPH EZGO cart.
The car is very durable but does not do well keeping up with The Villages traffic flow.
