there are many public services that don't encrypt but do use trunking.
u need a scanner that will follow trunking. Try Uniden SDS100 or SDS200

Be careful on these live feed APPs, there was a report that some of these APPs contained spyware, NO idea which ones, NO idea how to figure out if they have spyware. I deleted these off my previous phone, never installed on current one.
