Does anyone make a scanner that will monitor encrypted radio signals?

Highly unlikely. The whole purpose of encrypting a transmission is to ensure it cannot be monitored.

I assume you are asking about the police radios, some time ago 1 or 2 of the top scanner makers claimed to have figured out how to do this and could supply receivers for specific locations. Now as I understand it, the police can change the encryption at any time, and guess what you are now out of luck. There are a few apps for your smartphone that claim to have these transmissions, but the downside is these same apps have been known to have spyware embedded in them. Bottom line it is very hard to listen in on these transmissions.
You can do an internet search, my information is at least 2 years old (last time I did a search), and there may be additional info, but be very careful about any downloads.

By monitor the encrypted signals, do you mean translate the encryption. I am a bit dated, but recall using burst encoders/transmitters. Any receiver could hear it (Sounded like a very brief tone. Think of hitting a phone button) but needed a ck or device on the other end to record than translate. As I mentioned, I am a bit dated. This would have been the 80's. Perhaps if you provide additional info I may be able to understand better what you are looking for.

firemen and police always had scanners in their homes, listening while off duty. I cant believe they can't do this anymore?

If they have issued radios that they can take home, they are covered, otherwise you are correct they cannot listen. I have 3 or 4 scanners that are virtually useless except for Nascar races, and some local businesses.

No more, that's why they went encrypted, so you can't listen in on their transmissions.

You would need to know the algorithm of the scrambled digital transmission and the receiver. A simple Google search “ Can I monitor encrypted signals? No. This is illegal & no police scanner (that the public can access) can monitor encrypted channels.”

Important Notes about Florida:
The Florida Highway Patrol, State Fish & Game and other state agencies use a statewide Pro-Voice(R) radio system that cannot be monitored on any scanner. There is no way to monitor these agencies.
~This includes Lake, Marion & Sumter counties~

Sure they can. They just have to turn on their issued portables and they can hear it all.

You are correct. I have several also that are pretty much useless.
