Brand? Model? These would help to get you an answer.

Question Which process?

Unlocking in order to change carriers, or jailbreaking to load unauthorized programs?

You're not obligated to explain why you want to do it.

We bought an iphone SE from our carrier at a discount. After a year, the phone can be unlocked. When the time comes, how is that done? Thanks.

FWIW, unlocking phone has been legal since 2014

I hesitate to post a link here, but the FCC web site has info and
explains that each carrier is supposed to have their policy posted on their respective web site as to how to get it done.

Is a phone that has been "unlocked" then able to be used by any carrier?

Snoop around on YouTube. It will either give you the answer or give you a good idea where and how to get to the bottom of what you're trying to do.
