Beware of Tri County Landscaping (TCL)
Despite filters being supplied by the manufacturer with all sprinkler heads, TCL does not install them when they install Villages irrigation systems. TCL claims they are not necessary. In direct conversation with the customer services department of Rainbird, they state that the filters are necessary.
Second, when they came out to repair an entire zone that was not working, when they were finished each head sprayed water about 4 inches only. They refused to come back to fix this.

When we bought our house 8 years ago, there were no filters in the irrigation heads. I didn't like many of the heads, so I changed them out and each new head had a filter. Moral to my story: Take care of your problem one way or another, and get on with relaxing and enjoying life.

I removed all the filters....traps dirt that would be expelled out the nozzle.

Probably filters would get gunked up because the irrigation water is recycled water not potable.

If by recycled water you mean treated sewage water then that is not correct. In the northern areas, irrigation water is potable water. In the southern areas, irrigation water comes from retention ponds and other sources, but not from the sewage treatment plants.

better the filters get gunked up rather that the heads. The filters an be cleaned easily. The heads (especially rotors) usually have to be replaced.

I'd rather not have to continually be cleaning filters, since any sand will easily pass through, and be expelled.
No reason to replace a rotor unless the seals wear out, just replace the nozzle if necessary.
Once the system is flushed you shouldn't be getting much of anything to expel.
Most landscapers leave in whatever nozzle that comes with the rotor, which may not be the best GMP for every location.
It's very easy to fine tune your system to your yard.

Everyone seems to be ignoring the fact that the manufacturer provides the filters with the heads and directs the installers to use them.

So are you, or your sprinkler maintenance company, going to disassemble and clean every head filter yearly?
For my 6 properties that would be over 270 heads.

By any chance, did you make payment BEFORE you saw the heads sprayed water about 4" only? Seems to me you should not have paid them until the job was done properly. I always check how the heads are performing before I "sign off" on the job done by an irrigation company.

No one is ignoring it. They are just explaining why they think that it's not an issue.
