Now this sounds like abetter alternative. If it in the same $4000-5000 range, wouldn't it be better to retract it in winds and when one wants sun?

Yo Bosox, This is a new one on me. I supervised construction in FL for 10 years, and never heard of a "Florida Code", only county codes.

Another alternative would be to have a heavier grade of shade screen installed on the top of the bird cage. That will provide more screening from the sun.
