Tile over vinyl is a good thing.

I an not an expert but several installers told me that installing over secure vinyl is actually beneficial if you have a concrete slab. It was not advisable to install directly to the slab. All slabs will eventually crack and will crack your tile with it if the tile is mounted directly to the slab.
As mentioned there is a product to install on a slab before the tile, which is similar to vinyl flooring, that is a barrier and allows the tile to float on the concrete. I think it would be advisable to rough up the vinyl surface but tile over vinyl is not only good but better than setting the tile directly to the slab.
