Sounds like your shower drain pipe is cracked! Have this repaired ASAP before a sinkhole appears and creates an expensive repair! A true Plumber will fix this

I'm not an expert but it seems to me course groupt will retain more water that the flat surface of tile. This would explain why the grout line closest to the drain are the most wt

We had our shower changed and I watched when they took the tile up. There was no pan. It's just sand that they mounded up and then packed down. They put a membrane over the sand.
