what the OP is referring to is the fact that 3 exec courses on the north side are closed with the irrigation running to lower the water basins. That is to get the water out of the retention areas onto absorbent areas where it will soak down into the aquifer. The southern areas do not need to do this normally, because these areas have the ability to move water around through the storm drain system. A while back the district looked into improving the system in the North end, but found that the cost would be prohibitive.

From a construction standpoint what the developer and engineers do in relation to drainage and retention basins is amazing. And it's been that way from the start.
