anyone know why they are covered in plastic and taped over?

I used them till August. Then they were shut off and covered.

They were ordered to because of the virus, just like the fountains at the pools, postal stations, etc

I bring my own filtered water from home there is too much chlorine in water at fountains or ambassador’s cart

They should have been shut in March when everything was initially closed in most states due to the virus
