Default Canadian Tax Withholding

Ever have tax withheld on your Canadian investments in your IRA or other ERISA account? It was negligently withheld in the 80's, 90's and early 2000's by many investment firms. The US-Canada tax treaty exempts withholding between friendly neighbors on retirement accounts, yet millions in withholding flowed to Canada by careless fiduciaries. Erroneous withholding was difficult to recover since it was sent under the custodian tax ID.
