Default Doggy DNA

The Villages has recently announced plans to eliminate or at least minimize disputes between neighbors created by pets using yards other than their own as a latrine. The plan will require all pet owners to submit a DNA sample from their pets for analysis and identification.
Offending fecal and urinary deposits would then be submitted to the Canine and Feline Office to be located at Laurel Manor for identification. The owner of the offending pet will be required to pay for the cleaning and repair of any damaged yard. This will included lawn areas as well as driveways and sidewalks. The owner would further be issued a warning. A third warning in a 6 month period would result in a fine. The amount of fine has yet to be determined but sources say it will be significant. The belief is than minor penalties will be ignored. The same source says "we have to get their attention".
This will all be paid for by pet licenses, which will be sold at any recreation center. The license, sold for $25 per pet per year will be required for all dogs and cats. Certified service dogs will be exempt.
The projected implementation date for this mandatory program is October 1, 2013.
Sources are confident that all residents will breath a sigh of relief knowing that the endless disputes over pet elimination problems will soon be a thing of the past.

And Fumar will run the office! Should it not be called the Fecal/Urine Feline and Canine Brigade? Or maybe Authority of the Fecal/Urine of Canines and Felines? Or maybe Fecal Urine Must Abate Realized?

Of course it's not true. Any "FOO" (your word, not mine) would already know that. However, DNA test will be performed on residents to find out who's been pooping on other resident's lawns. Poopertrators found guilty will be subject to wearing a dog collar, be leashed when out for a walk, pay the offended's amenity fees for a year and subject to a restraining order to stay at least 100 or more yards from FUMAR's property!
