Default Why is the third hand on the watch called a second hand?

If you were in a line and the line was moving too fast, why does ‘slow down’ and ‘slow up’ mean the same thing? The line is moving in one direction, but is it up or down?

Why, outside of maybe a couple of deserved states, is it inaccurately called...a 'tooth' brush?
