French Drain?

Default French Drain?

Is it called a French Drain when one attaches drainage tile to bottom of spdownspout.
The drainage tile would then go under the garden and then come up in the grass.
What else is needed besides drainage tile and open grate at lawn.
Getting landscaping redone around house by adding river rock and curbing.
Would like to find a solution to water that makes the most sense

I like to call it a Freedom Drain.

Hills is doing our downspout to the road. It was emptying onto our driveway and staining it. He called it a French drain. $150 to go under sidewalk and to the road.
