Even though they're dead, you will probably be best to get ARC (Architectural Review Committee) Approval. They'll probably ask for a letter from an arborist. I don't know any, but once I needed advice on a palm tree and I contacted Jim Davis, Director of Sumter County Agriculture extension University of Florida. I emailed him photos and he sent a reply in a couple of days. Here's his contact info.

Be sure to get several estimates. They vary a lot. Make sure whomever you hire has worker’s compensation insurance and appropriate safety equipment. Have the trunk ground. Also, best not to plant another palm in the same spot if the tree had a disease.

Sorry you lost the palm. Canaries are beautiful.

No approval needed for Palms- They have been designated as grass -really.

Airborne Tree Service--352-347-3332

They removed massive 25foot Sylvester. Impressive equipment and people,
Took 1/2 hour from arrival to clean up . Totally professional job.
