Yes sago seeds are toxic to dogs, but not attractive. Only a dog with a "chew everything" issue would mess with them, and then, only on the ground because there are thorns all around the seeds. Had dogs and sagos all my life and grew up here, NEVER has one of my dogs eaten a sago seed.
The "whole plant is toxic" thing? Seriously, almost every plant in your landscape is toxic to your dog. Heck, so is onion, garlic and grapes.
