The answer is, Originally, we only made 1 app for the iPhone. Later we decided to make another one just for iPad users because there was a demand.

To develop that 2nd app, we were charged the full price it costs for the iPhone app because they just don't "Zoom in or out" It had to be built just for the iPads.

That's why we charge for each device. If we didn't, we wouldn't be able to afford the iPad app at all.
