The problem is many do not have the staff to service full occupancy

Just did a RC cruise with full ship and short staff.

Staff did awesome under the circumstances but were cleatly over stressed.

Guess when anyone tests positive they have to be quarantined in their cabin. Hope they do one heck of a deep cleaning for next passengers.
