Who enforces the rules
 
It is to my understanding that one is only allowed 2 pets per household...Well on my visit this week I found many homes with 3 and 4 dogs and one home with 5 cats...We went to the Adult pool to find young people there (in there 20's maybe) every night...We went to the family pool and there were people that drove in that where not living in TV,s. I saw yards overgrown, apparently snowbirds went back north...My question is who enforces the rules there...

Just curious. How, during your visit this week, did you find many homes "with 3 and 4 dogs and one home with 5 cats...?" Did you follow people with big purchases home from Petsmart?

Oh, here we go again. The nasty comments if someone happens to find something imperfect about The Villages.

I have never seen households with 5 cats, but a couple who lived behind us had 2 dogs and one cat, so I'm sure there are people breaking the rules. I imagine if it is a problem for a neighbor, someone will call The Villages Watch and complain. Ditto for overgrown yards, etc., which we all see when we're riding around. I don't want to see outsiders using our facilties, and I do hope someone calls and lets people know. I believe the Recreation Department would be responsible for overseeing that particular rule.

I do agree that rules enforcement is a little lax here in TV, especially as pertains to deed restrictions and use of our facilities like pools. First line of defense is supposed to be your neighbors - they report (suspected) violations to Community Watch. Community Watch is also the one to call if unauthorized people are seen using our facilities. The bad part is that Community Watch has no police powers. They can issue "warning tickets" which is about as useful as a giving them a napkin. After so many warnings for, say, not cutting your yard, it will go before a board, the Amenity Authority Board, and you may be fined. That works primarily for deed restriction violations - not at the pools. At the pools and rec centers, Community Watch is supposed to check ID cards, ask those without to leave, and if they don't, call the local law (depending on location in TV) for a trespasser. Never seen or heard of it going that far. Way too often Community Watch verbally warns them and moves on - allowing the offenders to continue to violate the rules. Community Watch personnel need some discretion is how much authority to use but they are continually way too lax in enforcement.

TV is good, even great, but it is not perfect. 80K plus people (at peak times) so we will have our fair share of rotten apples. I think we just need to be more aggressive in throwing out those rotten apples or bringing them under control or fining them.

He/she has already stated that they don't know anyone here so how does he/she know how many cats they have. Well, he said he has been here about 8 times so he has had a chance to do alot of observing. Perhaps more "joining" and less "observing" with a critical eye, then maybe friendships will blossom?

Well you asked for an answer truckin'. So here is mine.


If a person is caught in any pool without a pass they are deported.

If a person has more than three animals they can keep them until they go across the Rainbow Bridge. BUT after that they are supposed to have only two.

If a yard is overgrown, after a certain amount of time, it is tended to by the developer and the bill is sent to the owner.


P.S.

I am not sure about the first one. There is a lot of controversy about deportation and it hasn't been resolved nationally.

I do know of people with more than two pets.
 
Some of the people I talk to regularly picked up a few more pets after moving to the Villages. A son or daughter gets a new job and they are happy to have an addition to their Villages' family. And some people have a hard time not adding a companion dog to their dog even though they already have a cat or two or maybe even three.

It seems to depend on how well these people get along with their neighbors. Keeping their neighbors happy by not turning them in is something they have to work on daily.

There are some neighborhoods in the Villages too where the majority of the homeowners seem to be snowbirds. That probably cuts down on the possibility of complaints from neighbors if many of them are somewhere else during the hottest months in TV.

According to the TV rules, pets can be "grandfathered" when first moving into TV, but after they pass on they can not be replaced.

I have to say that from my experiences the rules are enforced. I know of persons who had unintentionally violated deed restrictions regarding things in their yard and on their house that they had to correct ... and they had no problem correcting them.
I have witnessed others and have personally been "carded" at several facilites. I have been "warned" about not riding in a golf card that I was walking next to on the golf course because I was not playing golf because my arm was injured and I was just visiting. I have been "warned" that there was a pickle ball court time "limit" even before we started playing. Most times they were friendly and accurate. I guess my point is there needs to be reasonable enforcement and thats my opinion of what happens in TV. There can be too many rules however.

I really don't care how many pets my neighbors have, unless they become a nusaince by pooping in my yard or barking at night, or if the cats climb on my cars. I'm glad to know who to report problems to though. Isn't that our duty?

He may be trying to stoke the fires, (I didn't get that view by reading all his other posts) but to me, that's no excuse for TOTV'rs making nasty replies. I find comments like "keep on trucken" and "I'm suprised you can't answer your own questions" to be uncalled for. He had a legitimate question - there are people who don't follow the rules here, and he's asking about enforcement. Quit picking on this guy.

I live on a corner lot and have seen my neighbors dogs pooping on my yard almost every day. They always clean it up before leaving so I have no problem with it. I guess if it caused my lawn to die off I would be concerned, but in the few months we have been here, I see no sign of damage. Now on the other hand, if it is a bother I would support any home owner having the right to post a no poop zone sign and would expect everyone would respect those wishes. Maybe The Villages sign makers that do the name plates for the lawn light pole could come up with a dangle down sign for this.

I don't know how you are compiling a list of those who don't care, unless you have list of all members and subtract those who did post. Since you are compiling a list of those who don't care, put me on that one.

I don't care for people who watch everything that others do so they can report them to some authority unless it is something that is infringing on others or breaking a civil law of some type.

I don't care for people who love controversy just for controversy's sake.

I don't care for people who are self-righteous. It seems to me they have the most to hide from others.

I don't care for people who worry about others getting away with something that just doesn't make any difference.

I am not saying that "thistrucksforyou" is doing any of these things. I just want him to have an accurate percentage for his experiment. If he thinks I am talking bad about his posts, I don't care about that, either.

at the pool, pick up the phone and call customer service or community watch. other items call deed compliance. you can find all phone #'s and addl info on www.districtgov.org:pepper2:
