What are the odds that the golf cart driver fled the scene to avoid a DUI?

Was it a mid blue golf cart? Might have been my neighbor after his brain tumor operation (sneaking the cart out while his wife is not home).

You may want to canvas your street and see if one of your neighbors "ring" cameras caught this or has previous photo of this same cart passing your house.
