I did not beleive the OP was directing the quote at any specific president. Having said that the quote was made in 1920 at the time Woodrow Wilson, Democrat was President. The true test of a president's legacy is not in his lifetime and only history will really reveal an unbias prospective of a bush, Obama, etc. Look at the changes in opinion concerning FDR from our father's days to the present.
