Talk of The Villages Florida - Can you build a ice cream cart ?

I run the food service for a incredible assisted living and memory care facility. I am looking for someone with the know how to build me a shell of a ice cream cart. Not refrigerated but possibly on bike wheels made of wood. I want to brighten our great residents day by going to their rooms with a ice cream cart...I have the decals and the bells. Our budget is very low and I am paying out of my own pocket. I can buy the supplies. Can anyone out of the goodness of their heart donate their skills and time or do it at a discount??
